Your Demon neighbour will either come home and get fuzzed, or stay away out of your lovely hair. If you look at Google Maps, you can find local plumbers. I had a look, but I don't know who the cowboys are (Nee Plumbers?) . Perhaps if you ring the Polish Centre, someone will know someone to come, dig up and unblock the blocked pipe. Or you can complain to Essex water if their surface water drains are to blame. The snail mail re your pension won't be infectious now if it has been sitting around for several weeks. Yes, it is really difficult for you. Have you tried your Community Agents? They are based at the Library. I hope you feel better for a night's sleep and have been able to feed your poor starving kitty.
